Functioning as Noun in sentence, That - clause can be Subject complement.
Ex: The chances are that she will be elected to a second presidency.

appear‖.

Following the SVC structure in sentence, That-clause is expressed by ―là‖ by
writers. ―là‖ is used to connect Subject with that-clause because Verb in these
examples is expressed by ―to be‖. The fuction of nominal that-clause is to
inform information.
