Like a noun or noun phrase, that clause can be appositive
Ex: Her idea - that I hire you - was a very good one.

In appositive function, that clause is translated after the noun it modifies. The
meaning of ―that‖ in Vietnamese is ―rằng‖, ―là‖, but to have the natural meaning
of target language, writers ignore ―that‖ in translating process and translate
meaning of that-clause jutst after noun to emphasize and explain more about
